Analysts Say Cambodia–China ‘2+2’ Dialogue Marks Milestone in Strategic Ties

PHNOM PENH, April 21, 2026 (KPT) — Cambodia and China are set to hold their first “2+2” dialogue in Phnom Penh this week, a meeting analysts say signals a new era of cooperation and marks a milestone in the two countries’ strategic partnership.
The talks, scheduled for April 22, will bring together the foreign and defence ministers of both nations, creating a new institutional framework for coordination across diplomacy, security and military affairs.
Cambodian officials say the mechanism was agreed during President Xi Jinping’s state visit last year, with the aim of strengthening communication and expanding political and defence cooperation.
Analysts in Phnom Penh view the dialogue as more than a routine diplomatic exchange. Thong Mengdavid, a lecturer at the Royal University of Phnom Penh, said the format represents “a higher level of policy coordination” and reflects closer strategic alignment at a time of regional uncertainty.
He noted the dialogue comes ahead of the 2026 “Golden Dragon” joint military exercise, underscoring growing defence ties.
Political analyst Kin Phea described the meeting as a milestone in resilient Cambodia–China relations, highlighting what he called a “win win approach” that continues to deliver mutual benefit.
Geopolitical analyst Yang Peou added that the initiative comes at a critical moment amid global instability and regional tensions, suggesting it could contribute to maintaining balance and strengthening communication between the two partners.

The Ministry of Foreign Affairs confirmed the dialogue will be co chaired by Cambodian Foreign Minister Prak Sokhonn and Defence Minister Tea Seiha, alongside Chinese Foreign Minister Wang Yi and Defence Minister Dong Jun.
During the visit, Chinese ministers are also expected to meet Senate President Hun Sen, acting head of state, and Prime Minister Hun Manet.
Officials say the mechanism will provide a platform for discussions on regional and international issues, while advancing the Comprehensive Strategic Partnership between Phnom Penh and Beijing.
China has previously pledged support for deeper engagement through the “2+2” framework, expanded Belt and Road cooperation, and increased trade and investment.
Observers say the dialogue reflects Cambodia’s effort to balance domestic development with external challenges, while reinforcing its most important bilateral relationship in Asia.
