Cambodia, U.S. Plan Closer Cooperation on Securities Oversight

WASHINGTON, April 21, 2026 (KPT) — Securities and Exchange Regulator of Cambodia (SERC) and the U.S. Securities and Exchange Commission (SEC) are planning to strengthen cooperation in market oversight, with a focus on digital assets and policy development, officials said Tuesday.

Sou Socheat, Director General of SERC, met SEC officials in Washington for bilateral talks aimed at building collaboration between the two institutions. Both sides discussed establishing formal cooperation, sharing regulatory experience, and developing frameworks to support securities market growth.

The meeting also addressed supervision of digital assets, with regulators exchanging views on how to balance innovation with investor protection. Socheat said Cambodia had been invited to join an international conference hosted by the SEC beginning April 22, adding that the two sides would continue working toward concrete projects in securities regulation.

He described the talks as an opportunity for Cambodia to learn from one of the world’s largest and most established regulators. Since its launch, Cambodia’s securities market has raised about $700 million, with 12 firms issuing equity and 15 offering debt securities.
