Cambodia Reviews Plan to Assign Delinquent Youth to Military Support Roles

PHNOM PENH, April 30, 2026 (KPT) — Cambodia is considering legal measures that could see delinquent youths assigned to non combat support work alongside frontline military units instead of serving prison sentences, the justice ministry said Wednesday.

The proposal was discussed at a meeting chaired by Justice Minister Koeut Rith with ministry officials and prosecutors from several courts.

It follows instructions from Prime Minister Hun Manet, who last week directed the Justice Ministry, National Police and the armed forces to prepare frameworks for alternative measures targeting youth offenders.

Under the plan, some young offenders could be deployed to border areas for construction and logistical tasks such as building trenches, repairing infrastructure and providing support services.

Officials said the initiative is intended to emphasize rehabilitation, education and social reintegration, while contributing to public works and national service.

The ministry said the April 29 meeting focused on legal considerations to ensure any measures align with Cambodia’s social and legal context.

Authorities have also been instructed to maintain strict enforcement against youth gangs and criminal activity to preserve public order.
