Cambodia’s press freedom shows gains but faces persistent strains
PHNOM PENH, May 4, 2026 (KPT) – Cambodia’s media sector is navigating a dual reality, with signs of progress in press freedom tempered by ongoing concerns over legal pressures, financial sustainability and digital disruption, officials and stakeholders said at a World Press Freedom Day conference.
Government representatives pointed to improvements, with Information Ministry spokesperson Tep Asnarith citing survey data showing most journalists reported no direct threats or legal action in the past year.

He said the ministry had stepped up support through dispute mediation and legal assistance, describing these measures as part of a broader push to promote press freedom while safeguarding information integrity.
At the same time, Asnarith stressed the need for updated legal frameworks to respond to the rapid rise of digital media and artificial intelligence, arguing that clearer regulations would help address misinformation and strengthen public trust.
Media groups, however, warned of persistent challenges. Nop Vy, Executive Director of CamboJA, said independent outlets continue to face shrinking resources, legal risks and pressures that strain journalists’ ability to operate freely.
“The role of independent media is more important than ever, but also more difficult to sustain,” he said, noting that journalists often work under significant strain, balancing professional responsibilities with concerns over safety and financial viability.
UNESCO’s Esther McFarlane added that Cambodia’s experience reflects global trends, with press freedom declining amid tighter controls, growing self‑censorship and the disruptive effects of new technologies. “Artificial intelligence and digital platforms are transforming journalism, but they also amplify misinformation and place additional pressure on already fragile media systems,” she said.
Despite these challenges, McFarlane said dialogue among government, journalists and partners remains essential to ensure reforms support a media environment that is both responsible and genuinely free.
