Labour Minister Stresses Heat Stress Prevention and Mental Health Protection for Workers

PHNOM PENH, May 13, 2026 (KPT) —  Labour Minister Heng Sour said Wednesday that protecting workers from heat stress and mental health risks has become a growing priority as Cambodia responds to climate‑related challenges and workplace wellbeing concerns.

Speaking at the “World Day for Safety and Health at Work” event at the Royal Group Phnom Penh Special Economic Zone, Sour reaffirmed the government’s commitment to strengthening occupational safety and health systems nationwide.

Heat Stress

The 2026 theme, “Together Continuing to Protect Workers from Heat Stress and Promote Mental Health in the Workplace,” drew around 1,300 participants from government agencies, unions, employers and development partners.

Sour noted that rising temperatures and workplace stress are increasingly affecting workers, making stronger preventive measures essential.

He said the ministry is drafting a new occupational safety and health law with provisions on heat stress prevention and mental health promotion, alongside plans to pilot automated monitoring systems in factories. These systems would track heat levels, humidity, air quality and toxic substances to improve workplace conditions.

The minister stressed that investments in cooling systems and mental health protection should be seen as long‑term investments in productivity and sustainability rather than additional costs. He also urged workers to report violations through the ministry’s hotline and anonymous complaint systems, while encouraging factories to establish stronger health and safety committees.

Representatives from the International Labour Organization, the Textile, Apparel, Footwear and Travel Goods Association in Cambodia and labour unions pledged continued cooperation with the government to improve workplace safety standards and worker wellbeing.
