Justice Minister Urges Trainees to Strengthen Skills Before Public Service

PHNOM PENH, May 15, 2026 (KPT) — Justice Minister Koeut Rith has urged judicial trainees to strengthen their professional skills, discipline and ethics before entering public service, stressing the importance of meritocracy and reform in the justice sector.
Opening a training course for nearly 300 trainee judges, prosecutors, clerks, bailiffs and notaries, Rith said participants must combine technical knowledge with practical application to prepare for future responsibilities.
He encouraged them to align closely with the government’s reform agenda, particularly justice sector reforms under the seventh‑mandate administration.
“The government has adopted meritocracy as the basis for appointments to positions of responsibility, including placements within the justice system after completion of training,” he said. The ministry described the selection process as highly competitive, strict, fair and transparent.
Rith called the programme an important milestone, urging trainees to carry out their duties with honesty, professionalism and responsibility once they enter public service.
“As justice officials, you must become a warm and reliable support for the people, especially for citizens who suffer from injustice and abuse,” he said.
He added that maintaining discipline and professional ethics would help improve the quality and fairness of justice services, while strengthening the dignity and reputation of justice sector officials.
