Senate President Urges Local Officials to Improve Public Services and Strengthen Accountability

PREY VENG, May 18, 2026 (KPT) — Senate President Samdech Techo Hun Sen has urged local officials across Cambodia to enhance public service delivery, strengthen accountability, and respond more effectively to citizens’ needs as part of broader efforts to improve grassroots governance.

Speaking before more than 1,300 council members and provincial officials in Prey Veng Province on Saturday, Samdech Techo emphasized that public officials must serve the people rather than act as “bosses.” “We must remember that officials are not the bosses of the people, but loyal servants of the people,” he said.

The meeting brought together representatives from provincial, municipal, district, commune, and sangkat councils, along with leaders from provincial departments and institutions. Officials noted that such gatherings are part of a nationwide outreach program designed to strengthen accountability and transparency between the Senate and local representatives while improving efficiency at the grassroots level.

Samdech Techo called on commune and sangkat officials to accelerate public services, particularly land title registration, to reduce disputes and build public trust in state institutions. He also urged stronger implementation of the government’s “Safe Village-Commune Policy” to maintain security, including crackdowns on robbery, drug trafficking, and online scams.

Additional priorities highlighted included fair resolution of land disputes, improved tax collection, and protection of natural resources and the environment. Samdech Techo further reminded officials to support military veterans, wounded soldiers, and families of fallen servicemen, recognizing their sacrifices in defending Cambodia’s sovereignty.

He encouraged Prey Veng authorities to expand cooperation with neighboring Vietnam to promote cross-border trade and connectivity. The Senate President also underscored the Cambodian People’s Party’s long-term role, pointing to new infrastructure projects and ongoing provincial development as evidence of continued stability.
