Cambodian securities regulator explores bond market in Hong Kong
HONG KONG (Dec. 24, 2025) — Cambodia’s securities regulator led a high-level visit to the Hong Kong Stock Exchange to study public bond offerings and the growing market for Dim Sum (Reminbi) bonds.

Mr. Sou Socheat, director general of the Securities and Exchange Regulator of Cambodia (SERC), on Dec.19, was joined by Ms. Thay Sokphalline, director of the Securities Issuance Supervision Department, and colleagues from the agency. The delegation met with senior management of the Hong Kong Stock Exchange, Haitong International Securities and the Bank of China.
The visit, organized by Haitong International Securities, focused on the issuance, listing and trading of Dim Sum (Renminbi) bonds overseas, as well as new trends and innovations in the sector. Mr.Socheat said the Cambodian team is studying procedures for Cambodian issuers to raise capital in Hong Kong and for Hong Kong issuers to access Cambodia’s market. He added that linking the two exchanges would help ensure smooth and efficient cross-border bond sales.

Cambodia’s securities market currently has 26 listed companies, including 12 equity issuers and 14 debt issuers. Socheat said partnerships with Hong Kong and private-sector stakeholders are expected to create new opportunities for companies and investors in both markets.
