Cambodia Pushes Digital Investment Reforms to Bolster Confidence Amid Regional Tensions
PHNOM PENH, Cambodia (Dec. 16, 2025) — Cambodia is pressing ahead with digital investment reforms to reinforce confidence and sustain economic momentum despite heightened regional tensions, underscoring the government’s focus on resilience and long term growth.
On Monday, Heang Sotheayuth, deputy secretary general of the Council for the Development of Cambodia (CDC) in charge of digital technologies and publicities, chaired a coordination meeting with six major banks to advance integration of the CDC One Stop Service Payment system, known as cdcOSP.

The initiative aims to streamline public service delivery by enabling faster, automated and more transparent payment processes for investors and businesses. Officials said the system will cut processing times, improve efficiency and reduce administrative delays, allowing transactions to be conducted anytime and anywhere.
CDC officials described the integration as a strategic move to safeguard Cambodia’s investment environment in the digital age, even as external pressures create uncertainty. By strengthening public private digital connectivity, the government hopes to ensure continuity in service delivery and maintain investor trust.
CDC data show Cambodia approved 414 investment projects in 2024, rising to more than 600 in the first 11 months of 2025. Average processing time for public services has dropped to just over 10 working days.
The CDC and participating banks reaffirmed support for Prime Minister Samdech Thipadei Hun Manet’s economic transformation strategy, which targets Cambodia’s transition to high income status by 2050. Officials said expanding digital public services demonstrates Cambodia’s commitment to growth, institutional capacity and positioning the country as a reliable investment destination despite regional instability.
