Government Revives $276M in Stalled Projects in Sihanoukville
SIHANOUKVILLE, Cambodia (Nov. 25, 2025) — The Cambodian government has approved special incentives for 19 investment projects in Sihanoukville province — seven stalled developments and 12 new ones — with a combined value of $276 million. Officials said the projects are expected to generate nearly 2,000 jobs for local residents.
Hean Sahib, adviser to the prime minister and chairman of the Special Investment Promotion Working Group for Sihanoukville, said the approved projects include hotels, mixed-use buildings, auto-repair equipment factories, plywood and furniture plants, fruit-processing facilities, agricultural product factories, and clean water and electricity supply plants.

Between 2024 and October 2025, the working group approved 392 investment projects worth $7.87 billion, with the potential to create more than 50,000 jobs. These included 186 stalled-building projects, 166 new projects, 25 expansions and 15 existing operations receiving support.
Sahib credited strong inter-ministerial cooperation for renewed investor confidence, citing four priorities: tax incentives and streamlined procedures, promotion of high-quality investments, use of local labor and skills transfer, and increased reliance on domestic raw materials.
Officials said the government’s intervention program, now serving as a national model, is critical to attracting and retaining investors and supporting Sihanoukville’s transformation into a strategic, diversified economic hub.
