Cambodia launches daycare framework to boost early childhood development, empower women

PHNOM PENH, April 10, 2026 (KPT) – Cambodia has introduced its first legal framework for daycare centers, marking a major step toward strengthening early childhood development and supporting women’s participation in the workforce.

The sub-decree, signed by Prime Minister Hun Manet in December 2025, sets formal standards for the management of childcare facilities nationwide. Officials said the regulation represents a milestone in expanding access to quality care and early learning for children aged 0 to 3.

The framework was disseminated during a national workshop chaired by Deputy Prime Minister and Education Minister Hang Chuon Naron on March 12, underscoring the government’s commitment to investing in human capital from an early age.

Access to formal childcare remains limited, with the World Bank estimating that only 3 percent of children under three are enrolled in daycare services. The new rules aim to close this gap by ensuring safe facilities, trained caregivers, nutritious meals, and structured early learning to prepare children for school.

Beyond child development, the policy is seen as a step toward advancing gender equality. Women in Cambodia shoulder about 90 percent of unpaid care work, often restricting their ability to pursue formal employment. Expanded childcare services are expected to ease this burden and enable more women to join the workforce.

Development partners have supported the initiative, including Planète Enfants & Développement, which has established 13 community-based centers since 2022. The government plans to scale up efforts with 60 additional centers by 2030.

Officials said the framework reflects Cambodia’s broader Pentagonal Strategy, prioritizing human capital development and inclusive growth.
