Upper Tatay Project to Become SEA’s Second Pumped Storage Hydropower Facility

PHNOM PENH, April 13, 2026 (KPT) – Cambodia has broken ground on the Upper Tatay Pumped Storage Hydropower Project, set to become Southeast Asia’s second facility of its kind and a landmark in the Kingdom’s energy development, officials said Friday.

Energy Minister Keo Rottanak hailed the nearly $1 billion project as Cambodia’s first pumped storage plant and a symbol of cooperation with China. He said the facility represents a new generation of hydropower, combining innovation, large-scale investment and long-term strategic value.

Unlike conventional dams, pumped storage plants recycle water by pumping it to higher reservoirs, enabling efficient energy storage and integration of renewables such as solar and wind.

Officials said the project could generate up to 1,000 megawatts by 2029, with full capacity reaching 1,400 megawatts by 2030, ranking among the largest in the region. It is expected to deliver $600 million in tax revenue over 40 years and support Cambodia’s goal of raising clean energy to more than 70% by 2030.
