NBC Appoints Liquidator for H‑Pay Service Plc
PHNOM PENH, April 23, 2026 (KPT) — Cambodia’s central bank has appointed a liquidator for H‑Pay Service Plc, ordering the company’s assets to be wound down and debts settled under a decision issued earlier this month.

According to Prakas No. B14 026 260 Prk dated April 10, the National Bank of Cambodia (NBC) named Reachs & Partners Co., Ltd. as official liquidator to oversee the process. The firm will be responsible for liquidating assets, settling outstanding debts and distributing any remaining funds.
In a notice issued Thursday, creditors were instructed to submit claims within 30 days, including names, addresses and details of debts, either directly or through legal representatives. Claims must be filed at the liquidator’s office in Phnom Penh. Creditors failing to register within the deadline will be excluded from any distribution of remaining assets.

H‑Pay Service Plc, a licensed payment service provider, is now formally in liquidation. The central bank said the move was part of its regulatory oversight to safeguard financial stability and ensure orderly resolution of licensed institutions.
