NBC Launches New National Financial Inclusion Strategy

PHNOM PENH, April 24, 2026 (KPT) — National Bank of Cambodia (NBC), in partnership with the Asian Development Bank (ADB) and the UN Capital Development Fund (UNCDF), has launched a new National Financial Inclusion Strategy (NFIS) for 2026–2030, aimed at expanding access to financial services and strengthening resilience across the economy.

The announcement was made at a technical working group meeting in Phnom Penh on April 23, where officials said the strategy reflects Cambodia’s commitment to inclusive, accessible and responsible financial services. Deputy Governor Yem Lat of the NBC said the plan builds on progress achieved under the previous NFIS and aligns closely with the government’s Pentagonal Strategy and financial sector development plan for 2025–2030.

The new framework is structured around five pillars: women’s financial inclusion, digital financial services, financial literacy and consumer protection, sustainable finance, and inclusion for persons with disabilities. Technical working groups will be established to drive implementation, bringing together ministries, private sector representatives, NGOs and development partners.

The initiative will help ensure households and businesses can access appropriate financial services to support sustainable growth. Cambodia’s first NFIS, launched in 2019, raised formal financial service usage from 59 to 70 percent and narrowed the gender gap in access. NBC said the new strategy offers an opportunity to further strengthen inclusion and improve financial well‑being for Cambodian citizens.
