Cambodia, Oxfam Call for Stronger Protections for Informal Economy Workers in Digital Era
PHNOM PENH, May 11, 2026 (KPT) — Cambodia’s Independent Democracy of Informal Economy Association (IDEA) and Oxfam marked the 140th anniversary of International Labour Day by urging stronger protections for informal economy workers in the digital era, officials said Monday.
Under the theme “Together Promoting Decent Work in the Digital Context for Informal Economy Workers,” the event gathered about 250 participants, including street vendors, delivery personnel, domestic workers, smallholder farmers and waste pickers, alongside civil society groups, trade unions, development partners and government ministries.

Organisers said informal workers form the backbone of Cambodia’s workforce, absorbing returning migrants and creating jobs nationwide, yet they continue to face instability, health risks and limited access to social protection.
Oxfam’s National Director Sophoan Phean described them as “the driving force of Cambodia’s economy,” calling for digital transformation and social protection policies that include and empower informal workers. IDEA President Pao Vorn stressed that workers must not be left behind, urging stronger protections in line with evolving global conditions.
Gig and platform workers were highlighted as particularly vulnerable, often classified as independent contractors without access to minimum wage, paid leave or health insurance. “Digital platforms can help us register and access healthcare schemes but most of us do not know how to use them,” said Dany, a food delivery worker. Sokha, a street vendor, added: “Without proper health protection, one accident can take away our income and livelihoods.”
The government has introduced measures including expanded social security coverage, health equity cards, cash assistance and digital registration platforms for skills training. But challenges remain, with workers citing inadequate childcare, rising costs, limited digital literacy and insufficient research on their sector.
The event provided a platform for workers to share experiences directly with policymakers, featuring discussions on social protection and occupational safety. Organisers stressed that cooperation between workers and institutions is essential to building a more inclusive and equitable future.
