Cambodia Helps Timor-Leste Launch National Digital Document Verification Platform

PHNOM PENH/DILI, June 2, 2026 (KPT) — Cambodia has assisted Timor-Leste in launching a national digital document verification platform, marking a milestone in digital cooperation between the two countries and underscoring Phnom Penh’s growing expertise in e-government solutions, officials said Tuesday.

The verify.gov.tl platform was officially launched in Dili on Monday under the joint presidency of Timor-Leste’s Minister of Transport and Communications, Miguel Marques Gonçalves Manetelu, and Cambodia’s Minister of Post and Telecommunications, Chea Vandeth, who also chairs Cambodia’s Digital Government Committee.

The initiative stems from a bilateral agreement signed in January 2025 covering postal services, telecommunications, ICT, and digital transformation. Cambodia deployed technical experts to help Timor-Leste develop the portal and integrate it with government databases capable of verifying official documents via QR-code technology.

Officials said the project highlights how digital tools can improve public service delivery, enhance transparency, and support socio-economic development. In its first phase, driver’s licenses were integrated into the system, allowing instant verification through QR codes. The digital process has reduced production costs from about $4 per card to $0.10, generating significant savings.

Cambodia has already implemented a similar system through verify.gov.kh, linked to its DG SuperApp, and said its experience enabled it to share technical knowledge and best practices with Timor-Leste.

Both governments plan to expand verify.gov.tl to cover educational certificates and civil registration records, with approval already granted by Timor-Leste’s Council of Ministers. During the launch, both ministers reaffirmed their commitment to deepening cooperation in telecommunications, ICT, and digital transformation, stressing the role of technology-driven partnerships in regional development.
