Cambodia Plans Master Development Strategy for Preah Sihanouk Province

PHNOM PENH, Jan 26, 2026 (KPT) – Cambodia’s Deputy Prime Minister Say Samal has unveiled plans for a comprehensive master strategy to steer the long-term development of Preah Sihanouk province, with priorities ranging from urban planning and infrastructure to tourism.
Speaking at the province’s annual review and planning meeting on January 24, Samal outlined measures including land-use management, coastal improvement, tourist port development, and the expansion of electricity and clean water networks to reach all households.
Samal, who also serves as Minister of Land Management, Urban Planning and Construction and heads the government’s working group for Preah Sihanouk, said the initiative aims to create new economic opportunities and transform the coastal province into a vital economic corridor.
He urged provincial authorities to maintain security, public order and good governance, stressing the need to combat online scams, resolve land disputes, curb illegal construction, improve urban management and counter misinformation.
Local officials were also called on to invest in human resource development aligned with labour market needs, foster entrepreneurship and innovation, and strengthen the local economy.
Samal highlighted the importance of attracting fresh investment from domestic and international partners while safeguarding existing projects.
The deputy prime minister praised provincial authorities, security forces and residents for their cooperation in supporting development efforts, noting progress despite global challenges.
He said the province’s growth is in line with the government’s Pentagonal Strategy, Phase One, which focuses on people, roads, water, electricity and technology.
