PHNOM PENH, Cambodia (Dec. 23, 2025) — ASEAN foreign ministers said Cambodia and Thailand will resume border talks on Dec. 24, convening the General Border Committee (GBC) to discuss ceasefire implementation and verification after a special meeting in Kuala Lumpur failed to secure an immediate halt to fighting.

In a chair’s statement issued Dec. 22, ASEAN acknowledged “serious concern” over continued hostilities that have killed civilians, damaged infrastructure and displaced thousands along the frontier.

The bloc urged both countries to exercise maximum restraint and take urgent steps to end violence. The upcoming GBC session is expected to focus on reducing tensions and preventing further escalation, with ASEAN stressing the role of its Observer Team in monitoring de-escalation measures.

Foreign ministers reaffirmed ASEAN’s unity and centrality, underscoring the importance of peaceful dispute settlement, respect for sovereignty and adherence to international law under the UN Charter, the ASEAN Charter and the Treaty of Amity and Cooperation.

ASEAN said it will remain “actively seized” of the matter as diplomatic efforts continue, framing the GBC meeting as a critical test of whether Cambodia and Thailand can move from confrontation to dialogue.
