Francophonie Chief Warns Thai–Cambodia Clashes Threaten Regional Stability, Urges Civilian Protection

PHNOM PENH, Cambodia (Dec. 12, 2025) — Louise Mushikiwabo, secretary general of La Francophonie, on Wednesday warned that renewed clashes between Cambodia and Thailand risk destabilizing the region and demanded immediate protection for civilians.

In a statement issued Dec. 10, Mushikiwabo condemned violations of the July 28 ceasefire and the Oct. 26 Joint Declaration signed in Kuala Lumpur, saying both governments had pledged to prevent further conflict. “This situation dangerously threatens peace and security in the region,” she said.

She deplored the loss of life and urged both sides to take swift measures to safeguard populations along the border, where fighting has intensified. Mushikiwabo welcomed Cambodia’s calls for full implementation of the ceasefire and pressed both nations to honor their commitments.

The Organisation Internationale de la Francophonie, representing 90 states and governments, reaffirmed that disputes must be settled peacefully under international law, with respect for sovereignty and territorial integrity.

Cambodian officials said Thai forces resumed attacks Dec. 7 across Preah Vihear, Banteay Meanchey, Oddar Meanchey, Battambang and Pursat provinces, using heavy weapons, F 16 fighter jets and toxic gas.

Authorities reported civilian casualties, destroyed homes, temples and health centers, and the closure of hundreds of schools. They said Cambodia counterattacked in self defense after more than 24 hours of restraint in the face of repeated violations of its territory.
