Cambodia Accuses Thailand of ‘Serious Violations’ as Foreign Embassies Briefed on Escalating Border Offensive

PHNOM PENH, Cambodia (Dec. 10, 2025) — Cambodia has accused Thailand of mounting a broad and increasingly aggressive military offensive along the border, summoning more than 30 foreign embassies and UN agencies for an urgent diplomatic briefing.

At the Dec. 9 meeting in Phnom Penh, Permanent Secretary of State Eat Sophea delivered what she called evidence of a deliberate Thai campaign that began Dec. 7 and has intensified across several provinces. Cambodian ambassadors overseas and ASEAN observer teams joined the session online.

Sophea cited a landmine blast on Nov. 10, alleged troop encroachments, and the shooting of Cambodian civilians in Prey Chan village on Nov. 12 as part of a pattern of escalation.

She accused Bangkok of abandoning the Kuala Lumpur Joint Declaration signed Oct. 26, saying Thailand used “unfounded” landmine allegations to step back from the accord and pave the way for renewed military action.

In her strongest language to date, Sophea condemned what she described as a “full scale offensive” involving tanks, artillery, mortars, fighter jets and “toxic smoke,” claiming the attacks caused civilian casualties and damage to infrastructure and heritage sites.

She said the actions amounted to “serious violations of international humanitarian law, the UN and ASEAN Charters, and the spirit of the ASEAN Community.”

General Rath Dararoth, secretary of state at the Ministry of Defence, warned the offensive was expanding rapidly across Preah Vihear, Oddar Meanchey, Banteay Meanchey, Battambang and Pursat, calling the spread a “dangerous escalation” of the crisis.
