Cambodia to Launch 5G and Sign New Digital Cooperation Deals at Government Forum

PHNOM PENH, Cambodia (Dec. 5, 2025) — Cambodia will roll out 5G mobile services and sign five new digital cooperation agreements as senior officials unveiled sweeping reforms and technology initiatives at the opening of the Digital Government Forum 2025.

Presiding on behalf of Prime Minister Samdech Thipadei Hun Manet, Permanent Deputy Prime Minister Vongsey Vissoth said Cambodia is entering a defining moment in its digital transformation journey, driven by structural reforms, rapid technology adoption, and a commitment to building a future-ready economy and society.

He called the upcoming 5G launch a national milestone that will unlock opportunities in industry, public services, innovation, and digital business growth. The government showcased newly deployed platforms — including verify.gov.kh, go.gov.kh, sarika.gov.kh, the DG SuperApp, CamDX, Digital ID, and Bakong — as tangible achievements transforming public services and boosting efficiency for citizens and businesses.

Vissoth underscored that digital transformation has become a catalyst for national competitiveness, noting that advances in artificial intelligence present both opportunities and risks.

He stressed Cambodia must accelerate adoption to avoid widening development gaps.

He recalled Cambodia’s digital journey began with the Digital Economy and Society Policy Framework 2021–2035 under former Prime Minister Samdech Techo Hun Sen, and is now being deepened under the 7th Mandate through the Pentagonal Strategy, which elevates technology and digital transformation as national priorities.

Government priorities include expanding digital infrastructure, strengthening AI policy and skills development, ensuring cybersecurity, modernizing public administration, and supporting businesses to adopt productivity-enhancing technologies.

The forum also emphasized regional and global cooperation. Cambodia reaffirmed support for ASEAN’s Digital Economy Framework Agreement, expected to double the region’s digital economy to USD 2 trillion by 2030, and highlighted its role in global processes including the upcoming WSIS+20 review at the UN General Assembly.

With more than 100 participants from ASEAN and Asia-Pacific institutions, Vissoth urged delegates to deepen collaboration on AI governance, digital trade, cybersecurity, and joint innovation to ensure all countries benefit from the accelerating digital future.
