Cambodia Briefs Diplomats on Thai Border Shooting Probe
PHNOM PENH, Cambodia (Nov. 26, 2025) — Cambodia’s Ministry of Foreign Affairs briefed diplomats and representatives of international organizations this week on preliminary findings from an investigation into a border shooting involving Thai armed forces.
The Nov. 25 briefing, led by Permanent Secretary of State Eat Sophea, outlined results of an initial inquiry into the Nov. 12 incident in Prey Chan village, Banteay Meanchey province. The ministry said the investigation was conducted the following day by the Cambodian National Police with participation from an ASEAN Observation Team.
Lt. Gen. Maly Socheata, spokeswoman for the Ministry of National Defense, said Thai forces opened fire on civilians near the border, killing one person and injuring several others. She said the shooting began around 4 p.m. and continued into the evening, targeting unarmed Cambodian civilians.
Residents in the area have faced months of intimidation and harassment from groups described by Cambodian officials as Thai soldiers and extremists.
The Ministry of National Defense condemned the attack as a “brutal and inhumane act” and a violation of the Joint Statement on the Peace Agreement signed Oct. 26, 2025, and witnessed by U.S. President Donald J. Trump and Malaysian Prime Minister Anwar Ibrahim, the current ASEAN chair.
