PHNOM PENH, Cambodia (Nov. 25, 2025) — Cambodia reaffirmed its commitment to universal access to clean water and sanitation by 2030 as Rural Development Minister Chhay Rithisen launched the Water, Sanitation and Hygiene (WASH) Business Plan 2026–2030 at a workshop Tuesday.

The event, organized by World Vision International in Cambodia, gathered government officials, development partners and sector stakeholders to advance national progress in clean water and sanitation.

World Vision Country Director Janes Imanuel Ginting highlighted achievements from long-standing cooperation with the ministry, including rural water distribution systems, training of water management committees and emergency support during droughts and floods. He also noted efforts to provide displaced populations with clean water and sanitation services.

Rithisen thanked national and international partners, stressing that clean water and sanitation remain priorities under the government’s reform agenda. He said Cambodia aims to reach 100% rural coverage by 2030, in line with the Cambodia Sustainable Development Goals.

The minister reported rural WASH coverage has reached 92%, with 89% access to clean water and 95% access to sanitation. All 25 provinces have achieved open defecation-free status, a milestone positioning Cambodia as a regional leader in rural sanitation.

Rithisen said the ministry is updating its WASH strategy and preparing the third phase of the National Action Plan. He urged stronger cooperation, resource mobilization and program coordination to meet the country’s ambitious goals.

The event concluded with a ceremonial launch of the WASH Business Plan 2026–2030, symbolizing renewed commitment to universal rural clean water and sanitation.
