Government, Analysts Call Planned ICJ Complaint by Exiled Opposition ‘Propaganda’

PHNOM PENH, Cambodia (Nov. 20, 2025) — Cambodian government officials and political analysts dismissed an exiled opposition group’s plan to file a complaint with the International Court of Justice (ICJ) over the Cambodia-Thailand border issue, calling it “political propaganda” aimed at misleading the public.

Political science expert Kin Phea said only a legitimate government has the authority to bring a case before the ICJ, which is based in The Hague.​

“The opposition group led by Sam Rainsy is running this campaign for political purposes and popularity,” Phea said. “This is another political propaganda effort.”

He said any attempt to file a complaint would complicate ICJ procedures, as the Cambodian government has already submitted a case regarding the border.

Government spokesman Pen Bona said opposition figures abroad have repeatedly acted against national interests, including forming what they called a “shadow government.”

“Throughout the conflict, they have campaigned to break Cambodia’s solidarity,” Bona said. “They criticize the government and the Cambodian army while praising the Thai military.”

Political analyst Yoeun Youet said the opposition’s stated intention is “deception” and a tactic to raise money from supporters.

Chea Thyrith, spokesperson for the ruling Cambodian People’s Party, said the government and citizens remain united in defending national sovereignty.

“The Cambodian people and government are united in our goal to protect our land, our sovereignty and our borders,” Thyrith said.
