Cambodia’s 2026 Budget Targets Growth, Stability and Inclusion

PHNOM PENH, Cambodia (Nov.11, 2025) — Deputy Prime Minister and Minister of Economy and Finance Aun Pornmoniroth said Cambodia’s economy is expected to grow steadily in 2026 despite external challenges, with growth projected to reach around 5%.

Speaking at a parliamentary workshop on building the macroeconomic and public financial policy framework for the 2026 national budget, Pornmoniroth cited forecasts from the International Monetary Fund, World Bank, Asian Development Bank and ASEAN+3 Macroeconomic Research Office, which estimate Cambodia’s GDP growth at 4.8% to 4.9% in 2025. He attributed the outlook to strong performance in the industry, services and agriculture sectors.

Pornmoniroth outlined five key priorities for the 2026 budget: safeguarding sovereignty and peace while maintaining macroeconomic stability; accelerating human resource and institutional development; promoting competitiveness through innovation and digital transformation; improving fiscal efficiency; and expanding social protection for vulnerable groups.

He reaffirmed the government’s commitment to reforms in public administration, education, health, local governance and the judiciary under the Pentagonal Strategy – Phase I, led by Prime Minister Hun Manet.

These reforms, he said, are essential to achieving Cambodia’s goal of becoming an upper-middle-income country by 2030 and a high-income country by 2050.

Pornmoniroth said the draft budget law reflects the government’s focus on macroeconomic stability, fiscal sustainability and inclusive development.

“The national budget is not only a financial document but also a roadmap for Cambodia’s sustainable and inclusive growth,” he said. “With sound fiscal management and continued reforms, Cambodia will stay on course toward lasting peace and prosperity.”
