Cambodia Reaffirms Commitment to Combating Transnational and Cyber Crimes
PHNOM PENH (Oct. 24, 2025) — The Cambodian government has reaffirmed its commitment to tackling transnational crimes, including online scams, human trafficking and cyber-enabled offenses that threaten public safety and welfare.

In a statement issued by the Ministry of Foreign Affairs and International Cooperation, officials said Cambodia has made significant progress under Prime Minister Hun Manet’s leadership in dismantling criminal networks and prosecuting offenders.
The ministry warned that online crimes are increasingly transnational and technologically sophisticated, with syndicates exploiting encrypted communications, digital currencies and cross-border recruitment.
It noted that many individuals involved in scam operations are themselves victims of trafficking and coercion. Authorities called for “responsible and evidence-based reporting” to avoid stigmatizing migrant workers and affected communities.
Over the past two years, Cambodia has intensified nationwide operations targeting scam networks, including stronger laws on cybercrime, trafficking and money laundering, and improved inter-agency coordination. Officials reported the revocation of 120 business licenses, suspension of more than 1,000 gambling-related websites and freezing of bank accounts linked to digital fraud.
Cambodian police have conducted targeted raids, closed illegal compounds, arrested hundreds of suspects and rescued victims. A national cybercrime task force is being established to enhance digital forensics and governance.
Cambodia continues to cooperate with South Korea, China and ASEAN member states through joint investigations and legal partnerships. Prime Minister Hun Manet reaffirmed this commitment during a meeting with South Korean Vice Foreign Minister Kim Jina, emphasizing mutual respect and trust.
“Criminals exploit technology and borders,” the statement said. “Our response must be equally connected and coordinated.”
