PHNOM PENH, Cambodia (Oct. 7, 2025) — The Cambodian government has condemned what it described as “insulting and disgraceful” treatment of its senior leaders’ images by individuals in Thailand, amid rising diplomatic tensions between the two countries.

In a statement released Monday, a government spokesperson said portraits of Senate President Samdech Techo Hun Sen, Prime Minister Hun Manet and senior military officials were used in public activities where participants reportedly shot at them to win prizes, attached them to scarecrows and verbally abused them.

“These acts are morally unacceptable, unworthy and undignified,” the statement said, adding that they do not reflect the values expected of human beings.

The government emphasized the tradition of mutual respect between Cambodian and Thai people, especially regarding national leaders and the monarchy. Cambodian leaders have repeatedly urged citizens not to insult Thai political figures or members of the royal family, the spokesperson said.

Despite recent provocations, Cambodia said it has exercised restraint. Hun Sen, in remarks on Oct. 6, called on the public not to retaliate.
The government also expressed concern that Thai authorities have not taken action to prevent such behavior.

“Cambodia remains committed to peace, nonviolence and neighborly cooperation,” the statement said. “We do not consider any neighboring country an enemy.”
