Deputy Prime Minister Say Samal Urges Kep Authorities to Boost Order Ahead of National Holidays

KEP, Cambodia (Sept. 13, 2025) — Deputy Prime Minister Say Samal has called on provincial authorities in Kep to strengthen public order and preparedness in tourist areas ahead of the upcoming Pchum Ben holiday and Water Festival.

Samal, who also serves as Minister of Land Management, Urban Planning and Construction, made the remarks during a meeting to review Kep’s progress in the first half of the year and set priorities for the remainder of 2025.

He stressed the importance of maintaining cleanliness, safety and proper organization in areas popular with visitors.

He urged local officials and working groups to reinforce the “Safe Village-Commune-Sangkat” policy, emphasizing that public order in tourist zones must be a top priority during national celebrations.

Samal also called for improved public services and hospitality, particularly for vulnerable communities and small-scale vendors operating in tourism hubs.

He recommended that vendors receive guidance on hygiene, orderliness and service standards to create a safe and welcoming environment for guests.

Kep Governor Som Piseth reported on the province’s achievements over the past six months, citing support from the working group in implementing the Royal Government’s six priority policy programs and five key measures.

He noted progress in local governance, especially through the “Single Window” system, which aims to enhance transparency and efficiency in public service delivery.
During a recent inspection of the Techo Santepheap Beach development project, Samal urged the construction company to accelerate work to ensure the site is ready for public use by November, in time for the Water Festival.
