Phnom Penh to Ban Smoking on Riverside Starting in September

PHNOM PENH, Cambodia (Aug. 20, 2025) — Phnom Penh authorities will begin enforcing a smoking ban along the city’s popular riverside, Chaktomuk, in September, targeting weekends during peak evening hours.

Deputy Governor Huot Hai announced the measure Tuesday during a public seminar with local vendors, stating that smoking and vaping will be prohibited every Saturday and Sunday from 6 p.m. to 11 p.m. along the Chaktomuk pedestrian zone. The initiative aims to improve public health, safety, and environmental cleanliness in one of the capital’s most visited areas.

“The Chaktomuk walkway has become a major attraction for both domestic and international tourists,” Huot said. “To enhance its appeal and ensure a clean, safe environment, we are introducing stricter controls.”

The ban includes all tobacco products and electronic smoking devices such as e-cigarettes, vapes, heated tobacco products (HTPs), and shisha. Advertising and sales of these products will also be prohibited within the designated area.

The city issued formal guidelines on Aug. 8 outlining the new restrictions, which are part of a broader campaign to promote public health and responsible urban management. Officials said the success of the initiative will depend on cooperation from local businesses and the public.
