Cambodian Civil Society to Petition Paris Peace Signatories Over Border Violence

PHNOM PENH, Cambodia (Aug. 19, 2025) — A coalition of Cambodian civil society organizations announced Tuesday that it will submit a formal petition to the embassies of countries that signed the 1991 Paris Peace Agreements, urging them to take action in response to recent border clashes with Thailand.

The petition, scheduled for delivery on Wednesday, calls on signatory states to uphold their commitments to protect Cambodia’s sovereignty, territorial integrity, and peace. The coalition includes associations, trade unions, and youth networks.

The move follows deadly military confrontations along the Cambodia–Thailand border, which have displaced tens of thousands of civilians, disrupted education, and damaged cultural heritage sites. Civil society groups say the violence violates international law and threatens regional stability.

The petition urges signatories to convene emergency consultations under Article 5 of the Paris Peace Agreements, launch an international fact-finding mission to investigate alleged violations, and coordinate humanitarian and peacebuilding efforts for affected communities.

Organizers said the petition reflects growing public concern over the deteriorating security situation and the need for international accountability.
