ASEAN–Japan Partnership Key to Upholding Rules-Based Order Amid Rising Global South
PHNOM PENH, Mar. 18, 2026 (KPT) — Strengthening cooperation between ASEAN and Japan is increasingly vital to uphold a rules-based international order as the Global South rises and reshapes the global landscape, experts said at a recent book launch in Phnom Penh.
Speaking at the launch of The Rise of the Global South and Its Implications for Japan–ASEAN Partnership, Suos Yara, chairman of the National Assembly’s Commission on Foreign Affairs and International Cooperation, underscored the importance of trust-based partnerships in an era of multipolar competition.

He said ASEAN–Japan cooperation, rooted in the longstanding “Heart-to-Heart” diplomacy, plays a critical role in promoting peace, development and regional stability. “In a new era of geopolitical competition, strengthening a rules-based international order through cooperation built on trust and shared values is essential,” Yara noted.
The publication examines how the Global South — now representing a significant share of the world’s population and economic activity — is transforming geopolitical, economic and security dynamics. Yara also encouraged Cambodian youth and the public to read the book to gain deeper insights into the evolving partnership.
Chheng Kimlong, president of the Asian Vision Institute, said the shift is driven by rapid economic growth, technological advancement and expanding global influence across developing regions. He stressed that ASEAN–Japan relations remain one of the most enduring and proactive partnerships in the Asia-Pacific, contributing to economic cooperation, connectivity, human resource development and regional resilience.
The book further explores how both sides can navigate emerging challenges, including supply chain disruptions and maritime security risks, while reinforcing cooperation under frameworks such as the ASEAN Outlook on the Indo-Pacific.
Officials said the evolving global order underscores the need for deeper dialogue and collaboration between ASEAN, Japan and partners across the Global South to ensure stability, inclusive growth and sustainable development.
