Cambodia Says Anti Online Scam Crackdown a Top National Priority

PHNOM PENH, April 24, 2026 (KPT) — The Royal Government of Cambodia has declared the fight against online scams a top national priority, highlighting nationwide enforcement actions and international cooperation against cybercrime networks.

A government statement on Apr.24, said the campaign reflects efforts to safeguard public safety, social security and the country’s international reputation.

The policy direction began under the previous administration and has continued under Prime Minister Hun Manet, who has ordered authorities to intensify enforcement.

Officials have been instructed to dismantle criminal networks in“at the root,” targeting financial flows and closing activity sites.

Between July 2025 and mid April 2026, authorities carried out crackdowns at more than 250 locations, shut 91 casino sites and brought 112 cases to court involving around 1,089 suspects of various nationalities.

The government said more than 13,000 foreign nationals allegedly linked to scam operations were deported, while nearly 242,000 left Cambodia voluntarily.

New legal measures have been introduced, including a law on combating online scams, alongside directives aimed at regulating high risk residential and business areas.

Cambodia added it is cooperating with foreign governments and international organisations on investigations, information sharing, extraditions and victim rescues, describing scams as a transnational issue requiring joint action.

Prime Minister Hun Manet reiterated during a cabinet meeting on April 23 that enforcement would continue “without tolerance or exception,” including during public holidays.

Officials said the campaign is a long term effort requiring cooperation from domestic institutions and international partners, and urged continued global support for Cambodia’s actions against cybercrime.
