New ASEAN Observer Chief Takes Over Cambodia–Thailand Monitoring Mission

PHNOM PENH, May 8, 2026 (KPT) — Cambodia’s Defence Ministry has reaffirmed support for the ASEAN Observer Team (AOT) monitoring the Cambodia–Thailand border, following a leadership handover in north western Cambodia.

Spokeswoman Maly Socheata said Lieutenant General Phat Vibolsopheak led Cambodia’s liaison group at the transfer ceremony held at Team Site 2 in Serei Saophoan.

Outgoing acting head of mission Lieutenant Colonel Mohd Amin Bin Baharom formally handed responsibilities to Commodore Glenn Z. Dizon of the Philippines, who will now lead the observer mission.

Dizon pledged the team would continue its duties “actively and impartially” by monitoring, verifying and reporting developments along the frontier.

The Cambodian government said the mission was essential to ensuring ceasefire arrangements and agreed measures were fully implemented.

Cambodia also voiced support for strengthening the AOT’s mandate to promote transparency, accountability and trust between the two neighbours, while welcoming assistance from “friendly nations” willing to back the monitoring effort.

The ministry reiterated Cambodia’s commitment to accords signed with Thailand, including the October 2025 Peace Agreement and the December 2025 joint statement of the General Border Committee, aimed at restoring stability and long term peace.
