PM Hun Manet Sets Out Four Priorities for Future ASEAN–Russia Partnership

KAZAN, Russia, June 19, 2026 (KPT) – Cambodian Prime Minister Samdech Thipadei Hun Manet has outlined a four‑point agenda for strengthening ASEAN–Russia relations, calling for closer cooperation on security, trade, energy and people‑to‑people exchanges as the two sides marked 35 years of partnership.
Speaking at the ASEAN–Russia Commemorative Summit in Kazan, Samdech Thipadei said the relationship had reached an important milestone and should now deliver tangible benefits for people across the region.
He described the summit theme “Unity in Diversity – 35 Years Together” as a reflection of ASEAN’s enduring commitment to cooperation in an uncertain world.
The prime minister identified four priorities: enhancing political and security cooperation, particularly against transnational crime and online fraud; boosting trade, investment and business connectivity; strengthening collaboration on energy security and sustainable development; and expanding cultural, educational, tourism and youth exchanges.
Samdech Thipadei Hun Manet said peace, stability and economic resilience would depend on stronger partnerships and a shared commitment to dialogue. The summit coincided with the 70th anniversary of Cambodia–Russia diplomatic ties.
According to Cambodia’s Foreign Ministry, leaders acknowledged progress since ASEAN and Russia established relations in 1991, while stressing the need to deepen practical cooperation across all three pillars of the ASEAN Community.
The summit also addressed regional and international issues, with leaders reaffirming support for international law, the UN Charter and a balanced multipolar order.
To guide future cooperation, ASEAN and Russia adopted four outcome documents, including the Kazan Declaration 2026 and a Comprehensive Plan of Action for 2026–2030, covering energy, culture, economic development and security.
