Interior Ministry introduces new rules to improve local administrative services

PHNOM PENH, July 15, 2026 (KPT) – Cambodia has issued two new inter‑ministerial regulations to improve administrative services at municipal, district and khan levels, with officials saying the measures will boost transparency and accessibility.

Deputy Prime Minister and Interior Minister Sar Sokha announced the reforms during a workshop at the ministry. He said the new framework would ensure services are delivered more effectively and in line with citizens’ needs.

Prepared by the General Department of Administration in cooperation with the Ministry of Economy and Finance, the regulations allow local administrations to set service lists based on economic conditions and residents’ circumstances.

Sokha said the reforms would support a one‑stop service system, cut unnecessary procedures and make it easier to obtain documents, permits and licences. Digital tools will also be used to improve efficiency.

He added the initiative formed part of Cambodia’s decentralisation and deconcentration reforms, following guidance from Prime Minister Hun Manet.

Suos Prathna, Director General of the General Department of Administration, said the regulations were built around four objectives: defining services under local responsibility, setting service lists and fee limits, managing revenue properly, and strengthening the capacity of local authorities to deliver transparent and accountable services.

The measures are expected to improve governance and make public services more accessible.
