Cambodia, Azerbaijan Reaffirm Commitment to Strengthen Parliamentary Ties and Bilateral Cooperation

KUALA LUMPUR, Malaysia (Sept.18, 2025) — Cambodian National Assembly President Samdech Khuon Sudary met with Sahiba Gafarova, Speaker of Azerbaijan’s National Assembly, on the sidelines of the 46th ASEAN Inter-Parliamentary Assembly (AIPA) General Assembly to reaffirm their commitment to deepening bilateral ties and parliamentary cooperation.

The meeting marked a renewed push to advance the Memorandum of Understanding signed between the two parliaments in Phnom Penh in November 2022. Both leaders expressed satisfaction at reconnecting and emphasized the importance of mutual trust and people-centered policymaking.

Khuon Sudary praised Azerbaijan’s leadership in the Non-Aligned Movement Parliamentary Network and its efforts to promote multilateralism. She identified trade, tourism, public health, and education as key areas for expanded cooperation.

Gafarova proposed closer collaboration between parliamentary friendship groups and specialized committees, and extended an invitation for Khuon Sudary to visit Azerbaijan. The Cambodian leader accepted, noting her prior absence was due to Cambodia’s urgent focus on the escalating border conflict with Thailand.

“Cambodia has suffered deeply from the consequences of war,” Khuon Sudary said. “We are firmly committed to the full implementation of the Cambodia–Thailand ceasefire agreement.”

Both leaders acknowledged global instability and stressed the need for stronger multilateral dialogue and parliamentary diplomacy to promote peace and sustainable development.
