Cambodia Proposes Draft Legislation at AIPA Assembly to Address Border Conflict with Thailand

KUALA LUMPUR, Malaysia (Sept.18, 2025) — The Cambodian National Assembly has introduced draft legislation during the 46th General Assembly of the ASEAN Inter-Parliamentary Assembly (AIPA-46), aiming to draw regional attention to the ongoing border conflict with Thailand and promote ASEAN unity.

“AIPA needs to be quick, flexible, and creative to solve the current problem efficiently,” said National Assembly President Samdech Khuon Sudary, addressing delegates at the conference held September 17 in Kuala Lumpur.

Sudary reaffirmed Cambodia’s commitment to resolving the dispute peacefully, citing the importance of respecting the ceasefire agreement signed in July, as well as the ASEAN Charter, the United Nations Charter, and other international legal frameworks.
“Cambodia-Thailand border stability also serves as ASEAN unity toward ASEAN 2045 Vision in building one sustainable and inclusive united community by prioritizing people,” she said.

The Cambodian delegation proposed several legislative initiatives, including strengthening AIPA partnerships, convening a leaders’ conference, and reinforcing peace and unity across ASEAN.

The Executive Committee meeting was chaired by Malaysian National Assembly President Tan Sri Dato (Dr.) Johari Bin Abdul and attended by representatives from Brunei, Cambodia, Indonesia, Laos, Malaysia, the Philippines, Singapore, Thailand and Vietnam.

AIPA represents the legislative bodies of ASEAN member states and advocates for regional cooperation, peace, and people-centered development across a community of more than 700 million citizens.
