Analysts, Officials Dismiss ‘Shadow Government’ as Illegal and Meaningless

PHNOM PENH, Cambodia (Sept.15, 2025) — Government officials and political analysts on Monday condemned the recent announcement by opposition groups abroad to form a so-called “shadow government,” calling the move illegal, meaningless and harmful to national unity.

They said the initiative has no bearing on the Royal Government of Cambodia, which they described as legitimate, widely supported by the Cambodian people and recognized by the international community.

Chea Thyrith, spokesperson for the ruling Cambodian People’s Party (CPP), told KPT English that the government, led by the CPP and backed by citizens nationwide, remains united in its mission to defend the country’s sovereignty and territorial integrity.

“The Cambodian people and government are united in our goal to protect our land, our sovereignty and our borders. We will not allow any enemy to invade Cambodian territory. This is our common objective,” Thyrith said.

He dismissed the opposition’s efforts abroad as distractions.

“We have no time to respond to a handful of individuals who stir up trouble from overseas. Their actions offer no benefit to the nation,” he said. “We are not interested in their behavior. Right now, the Cambodian people and government are working together to build the nation.”

Kin Phea, director-general of the International Relations Institute at the Royal Academy of Cambodia, also rejected the formation of the so-called shadow government, calling it unconstitutional and an attempt to usurp the people’s power.

“Cambodia has only one legitimate government elected by the people through a nationwide democratic process. Any so-called shadow government abroad is illegal and contradicts the Constitution,” he said.

Phea said the Cambodian public overwhelmingly supports the Royal Government under CPP leadership and emphasized that national unity is stronger than ever, particularly amid tensions along the border with Thailand.

“The people and the government are working hand in hand, showing unprecedented levels of solidarity and mutual trust. This unity is crucial as we face external challenges,” he said.

He added that international recognition of the Royal Government further reaffirms its legitimacy.

“Cambodia enjoys strong and broad-based international cooperation across all sectors. During the current border dispute with Thailand, world leaders have expressed support for Cambodia’s peaceful and diplomatic approach,” Phea said.

He concluded that any attempt to establish an alternative government abroad would be rejected not only by Cambodians but also by the international community.

On Sept. 11, Sam Rainsy’s self-proclaimed Cambodia National Resistance Council announced plans to form a government-in-exile, consisting of seven institutions or ministries. The council has not yet revealed the leadership structure of the entity.
It plans to officially launch the shadow government on Oct. 23 and announce its leaders on Oct. 25.
