Cambodia, UK Sign MoU to Boost Skills and Human Resource Development

PHNOM PENH, March 9, 2026 (KPT) — Cambodia and the United Kingdom have signed a memorandum of understanding to strengthen cooperation in technical and vocational education and training (TVET) and workforce skills, officials said Monday.

Labour Minister Heng Sour met British Ambassador Dominic Williams and Jonathan Ledger, representing the UK Skills Partnership, at the ministry headquarter in Phnom Penh. The agreement aims to expand collaboration on human resource development, skills training and labour policy.

Heng welcomed the partnership, thanking the UK for long‑standing support through scholarships, migrant worker protection, policy assistance and vocational training. He said the cooperation would help Cambodia prepare for its graduation from least‑developed country status by raising workforce productivity and supporting new economic sectors.

Williams said education and skills are vital for Cambodia’s future growth, stressing the importance of building capacity as the country moves beyond LDC status.

The three‑year MoU covers exchanges of expertise, joint training programmes and institutional partnerships, with both sides pledging to promote sustainable cooperation that supports economic growth and citizen welfare.
