Cambodia Strengthens OECD Partnership to Advance Responsible Business and Post-LDC Competitiveness

PHNOM PENH, March 3, 2026 (KPT) — Cambodia is intensifying efforts to align its labor and investment frameworks with international standards as it deepens cooperation with the Organisation for Economic Co-operation and Development (OECD) to promote Responsible Business Conduct (RBC), officials said Monday.

Labour Minister Heng Sour and OECD Asia Regional Programme Head Kate Wilson reaffirmed their commitment to strengthening RBC implementation in Cambodia, particularly in the garment and textile sector — a cornerstone of the country’s export economy.

Officials said enhanced compliance with OECD principles and international labor standards will be critical as Cambodia prepares to graduate from Least Developed Country (LDC) status by 2029.

Talks also focused on improving workplace conditions, minimum wage policies, and labor law enforcement, alongside plans to expand green energy adoption to meet sustainability requirements from global brands.

The OECD pledged continued support in reviewing Cambodia’s investment policies and strengthening the overall business climate, building on earlier cooperation under the OECD Policy Framework for Investment.

Both sides described the partnership as a strategic bridge between Phnom Penh and Paris, aimed at boosting Cambodia’s competitiveness, resilience, and sustainable growth in a rapidly evolving global economy.
