Aviation Sector Contributes $600 Million as Government Pushes Regulatory Reforms

PHNOM PENH, Feb 27, 2026 (KPT) – Cambodia’s aviation sector generated more than USD 51 million in state revenue in 2025, surpassing its annual target, officials said Friday at the State Secretariat of Civil Aviation’s annual conference.

Private aviation companies reported nearly USD 600 million in operational revenue, underscoring the industry’s expanding commercial footprint. The sector also created 4,471 direct jobs, with women accounting for 44 percent of the workforce.

Dr. Mao Havannall, Minister in charge of the State Secretariat of Civil Aviation, said at the annual meeting on Feb. 27 that under Prime Minister Hun Manet’s Pentagonal Strategy – Phase I, civil aviation has been identified as a key driver of diversification, connectivity and competitiveness.

He said the government is prioritizing the implementation of a new Civil Aviation Law, strengthening regulatory frameworks and aligning with international standards.

The conference adopted 60 priority action plans for 2026, focusing on safety, security, operational efficiency, international cooperation and human resource development.

Authorities said the measures aim to ensure that Cambodia’s aviation sector expands in volume while reinforcing governance and resilience amid global uncertainty.
