Cambodia says Thai military actions breach international law

PHNOM PENH, 16 February 2026 (KPT) – Cambodia has accused Thailand’s military of violating international law by seizing territory along the two countries’ border, warning that the occupation of sovereign land by force contravenes global legal principles.

Government spokesperson Pen Bona told reporters at a press conference Monday that the actions breach the ASEAN Charter, the United Nations Charter and wider international law, all of which prohibit the use of force to alter territorial boundaries.

He alleged that Thai forces had destroyed homes, looted civilian property and blocked displaced residents from returning, describing these as violations of international human rights and humanitarian law. He cited the Universal Declaration of Human Rights and the Geneva Conventions.

Cambodia said the situation has left displaced civilians – particularly women, children, the elderly and people with disabilities – facing poverty, disrupted schooling and reduced access to essential services.

Cambodia’s Ministry of Foreign Affairs has lodged repeated diplomatic protests, accusing Thai forces of consolidating control and preventing safe civilian return. The Cambodian Human Rights Committee has also filed complaints with regional and international bodies.

Prime Minister Hun Manet said on 10 February that protecting Cambodia’s territory and people was the government’s “highest priority,” stressing that any resolution would be pursued peacefully and in line with international law.

Senate president Hun Sen, who heads the ruling Cambodian People’s Party, separately declared that Cambodia would not compromise on sovereignty or territorial integrity.

The government reiterated that it rejects any modification of the border through force, insisting the boundary is defined by historical treaties and agreements recognized under international law.
