Cambodia to Launch Pre-Arrival Customs Clearance at Airport to Speed Cargo Flow
PHNOM PENH, Cambodia (Jan. 3, 2026) — Cambodia will roll out a pre-arrival customs clearance system at Techo International Airport beginning Feb. 1, aiming to accelerate cargo processing and strengthen trade facilitation, the General Department of Customs and Excise announced Saturday.
The system will allow freight forwarders to submit electronic cargo information and file customs declarations before shipments land, enabling officers to conduct advance risk assessments and documentation checks.

Officials said the initiative marks the first phase of pre-arrival customs procedures at the airport, in line with regulations issued by the Ministry of Economy and Finance. The program is designed to cut clearance times, improve efficiency and boost transparency in cargo handling.
The GDCE urged freight forwarders, logistics operators and other stakeholders to familiarize themselves with the new procedures and take part in the rollout as Cambodia continues modernizing its customs administration and trade infrastructure.
