Cambodian delegation discusses rail cooperation during Hong Kong visit

HONG KONG (Nov.29,2025) — A Cambodian government delegation held talks with transport authorities and industry partners in Hong Kong during a five-day visit aimed at strengthening cooperation in the railway sector.

The delegation, led by Kuy Sudany, secretary of state at the Ministry of Public Works and Transport, visited Hong Kong from Nov. 25 to 29 and attended the 2025 Annual Conference of the International Railway Safety Council.

The global forum brings together regulators, policymakers and rail operators to exchange expertise and review new approaches to railway safety.

Addressing the conference, Sudany said developing Cambodia’s railway network is a key priority under Phase 1 of the Royal Government’s Pentagon Strategy.

She outlined ongoing reforms, medium- and long-term plans, and challenges in modernizing the country’s two existing railway lines.

She also emphasized the need for master plans and investment frameworks to meet growing transport demand driven by economic expansion.

During the visit, the delegation met with the Hong Kong SAR’s secretary for transport and logistics, the director-general of electrical and mechanical services, the China National Railway Administration and the China Railway Rolling Stock Corporation.

Discussions focused on legal and technical cooperation, safety standards and training.
The officials also toured key facilities, including the Tsing Yi Public Railway Operations Control Centre,

the Wong Chuk Hang Train Inspection and Maintenance Centre, the Hong Kong–Macau–Zhuhai cross-border station infrastructure and the Shek Kong High-Speed Train Control Centre.

Officials said the visit was part of Cambodia’s effort to modernize its rail system and strengthen international partnerships to expand safe and efficient rail transport.
