Dubai Chamber Targets Cambodia for New Investments Under CEPA Trade Pact
PHNOM PENH, Cambodia (Nov. 28, 2025) — Cambodia’s appeal as an emerging investment destination gained momentum as the Dubai Chamber of Commerce signaled strong interest in expanding trade and investment ties under the Cambodia–UAE Comprehensive Economic Partnership Agreement (CEPA).
During a working meeting in Phnom Penh, Cambodia Chamber of Commerce President Kith Meng welcomed Salem Al Shamsi, vice president of the Dubai Chamber, who led a business delegation to assess Cambodia’s market potential and explore partnership opportunities.

Al Shamsi said the Dubai Chamber, representing more than 200,000 companies, views Cambodia’s rapid infrastructure development and improving business climate as promising foundations for long-term cooperation. He noted that many Dubai-based firms are actively seeking new markets across Asia, with Cambodia standing out for its economic growth and openness to investment.
Meng highlighted the strengthening of Cambodia–UAE relations following the CEPA signing, pointing to recent joint business forums that have boosted connections between companies from both sides. He said the Chamber is ready to support Dubai investors in sectors including tourism, agriculture, technology, renewable energy and financial services.
Both sides agreed Cambodia and Dubai, as dynamic business hubs in their regions, should work closely to translate CEPA into deeper private-sector cooperation and new commercial opportunities.
