Japan’s new prime minister thanks Samdech Hun Sen, praises deepening strategic ties

PHNOM PENH, Cambodia (Nov19,2025) — Japan’s new Prime Minister, Takaichi Sanae, has expressed gratitude to Cambodia’s Senate President Samdech Techo Hun Sen for his congratulatory message following her assumption of office, reaffirming Tokyo’s commitment to strengthening bilateral relations.

In a letter to Hun Sen, Cambodia’s longtime former prime minister, Takaichi said she held “profound respect” for his role in advancing ties between the two nations to the level of a Comprehensive Strategic Partnership.

She highlighted progress in Japan-Cambodia cooperation, including support for Cambodia’s economic and social development and joint work on international peace and stability.

Takaichi cited ongoing collaboration in mine-clearance operations in Ukraine and parts of Africa as examples of the two countries’ expanding global engagement.

The Japanese leader said she remained committed to working closely with Hun Sen and the Cambodian government to broaden cooperation, particularly in support of Japan’s vision for a “Free and Open Indo-Pacific.”

The exchange comes as both countries continue to deepen diplomatic, security and development ties, with Japan maintaining a significant role as one of Cambodia’s largest development partners.

Japan has provided decades of support in infrastructure, governance, demining and human resource development. Tokyo has long been regarded in Phnom Penh as a key partner that avoids the more overt political conditions attached to Western aid.

In recent years, Japan has also expanded security cooperation across Southeast Asia as part of its “Free and Open Indo-Pacific” strategy, aimed at ensuring stability and balancing regional influence.
