Cambodian Analysts Urge ICC Action Over Border Shooting by Thai Forces

PHNOM PENH, Cambodia (Nov. 13, 2025) — Cambodian analysts have condemned the recent border shooting by Thai armed forces that left one civilian dead and three others injured, calling it a crime against humanity and urging the government to pursue legal action through international bodies.

Political Science Expert Kin Phea said the incident, which occurred Nov.12 in Prey Chan village, O’Bei Chan commune, O’Chrov district, Banteay Meanchey province, was an intentional and unprovoked act that violated international law.

“This brutal act by the Thai military is a crime against humanity,” Phea said. “They killed on Cambodian land, in a village, without provocation.”

He called on the Ministry of Foreign Affairs and the Cambodian Human Rights Committee to file complaints with the International Criminal Court, the U.N. Security Council, ASEAN and other global institutions.

Geopolitical analyst Yang Peou echoed the condemnation, stating the shooting occurred inside Cambodian territory and was not part of an armed clash. He alleged the attack was carried out under orders from Thai authorities.

The Ministry of National Defense said the gunfire began around 4 p.m. and continued into the evening. Prime Minister Hun Manet and both houses of Parliament condemned the attack as a violation of the Oct. 26 Joint Statement on Peace, witnessed by U.S. President Donald J. Trump and Malaysian Prime Minister Anwar Ibrahim.

The Ministry of Foreign Affairs has called for an independent investigation, describing the shooting as a serious breach of Cambodia’s sovereignty and international law.
