Cambodia Denies Army Withdrawal or Land Swap in Ceasefire Deal with Thailand

PHNOM PENH, Cambodia (Sept. 9, 2025) — Prime Minister Hun Manet has denied reports that Cambodia agreed to withdraw troops or engage in a land swap with Thailand as part of the recent ceasefire agreement.

Speaking amid viral social media speculation over border issues, Samdech Thipadei Hun Manet clarified that the July 28 ceasefire negotiations in Malaysia were focused solely on establishing a truce.

“The ceasefire negotiations included no conditions requiring troop withdrawal from either side’s current positions,” he said.

He added that prior bilateral meetings, including the Extraordinary General Border Committee (GBC), did not involve any discussion of border demarcation. “All results of these meetings have been made public. There is no secrecy and no hidden negotiations beyond those officially held,” he said.

Samdech Thipadei reaffirmed Cambodia’s commitment to resolving border issues peacefully through existing mechanisms, particularly the Cambodia–Thailand Joint Border Commission (JBC), in accordance with treaties and international law.

To prevent public confusion, the government has activated a coordinated communication mechanism involving spokespersons from the Ministry of Foreign Affairs, Ministry of Information, the General Secretariat of Border Affairs, and provincial authorities to regularly disseminate updates.
