Cambodia’s Central Bank Urges Calm After Deposit Withdrawal Concerns
PHNOM PENH, March 16, 2026 (KPT) — Cambodia’s central bank on Monday urged depositors to remain calm after concerns over withdrawal limits at a local bank sparked debate online.
The National Bank of Cambodia (NBC) called on customers to show understanding in cases where full deposits could not be withdrawn immediately. The appeal followed APD Bank’s decision to temporarily cap outgoing transfers at $300 per day per customer, while restricting several other services.

NBC Governor Chea Serey said in a video message that the country’s banking system remains stable and most institutions continue to operate normally.
“Our de banking system remains strong, and most customers continue to conduct transactions as usual,” she said, adding that authorities are working with the related bank to resolve the issue.
Serey explained that banks typically hold only part of deposits in liquid funds, lending the rest to support long-term investments such as housing, hotels, factories, and business expansion. She noted that liquidity challenges can arise if many depositors withdraw funds at once, but stressed this does not mean banks lack money.
Financial authorities said they are coordinating with relevant institutions to protect depositors and maintain stability in the banking system.
