Cambodia and China Step Up Cooperation to Tackle Online Scam Crimes

PHNOM PENH, March 17, 2026 (KPT) — Cambodia is intensifying its campaign against online scam networks through closer cooperation with China, after receiving new technical equipment from Beijing, officials said Monday.
The equipment, donated by China’s Ministry of Public Security and delivered via its embassy in Phnom Penh, was formally handed over during a ceremony organised by Cambodia’s Commission for Combating Technology Based Fraud.
Authorities said the tools will support investigations and enforcement operations against online scams.
Senior minister Chhay Sinarith, permanent vice chairman of the commission, thanked China for its support, describing the cooperation as a reflection of the “ironclad friendship” between the two countries.
He said Cambodia, under Prime Minister Hun Manet, has intensified nationwide operations to dismantle scam networks.

A draft law on combating technology based fraud has been approved by the Council of Ministers and is undergoing legislative procedures. Officials noted that online scams have become a regional and global challenge requiring stronger international cooperation.
Chinese ambassador Wang Wenbin praised Cambodia’s recent raids and arrests, and voiced support for the planned legislation.
He said the latest assistance follows commitments made during President Xi Jinping’s state visit in 2025.
Samdech Thipadei Hun Manet has pledged to eradicate online scam operations in Cambodia by April 2026, warning that criminal networks will face maximum penalties under the law.
